Dear Mr. Chernoff:

I We received the Department of Energy's (DOE) letter dated March 15, 1993, that transmitted Project Interface Document (PID) No. 20-S-12 for the Falls City i

Uranium Mill Tailings Remedial Action site. This PID is designated as-l Class II and III but, based on our review, we conclude that the PID should be considered Class I.

The PID states that the grass mixture is being changed, in part, because one variety can develop a taproot with enough length to penetrate the radon barrier. Since this relates to design requirements of stability of the cover and radon attenuation, it is a Class I PID. The' l

Nuclear Regulatory Commission staff has reviewed this change and concurs with the indicated revisions based on the information provided.

In addition, NRC staff recently received copies of PID's 20-S-07 through

[

20-5-10 as supporting information for DOE's response to issues raised during the December 9, 1992, NRC construction review visit. All the PID's, except l

20-S-10, were incorporated into the final Remedial Action Plan.

involves methods to stabilize wet areas of the embankment slope so overlying fill can be compacted. DOE designated this PID as Class II. Based on our i

review, we conclude that it should be considered Class I because it is_a design change related to cell stability. NRC. staff concurs with the indicated i

revisions based on the information provided.

i The methods specified by PID 20-S-10, dated December 2, 1992, were being utilized during the NRC staff construction review visit to the site on December 9, 1992. DOE should have provided a copy of the PID for our review at that time, or shortly thereafter.
