This letter refers to the announced inspection of your radiation safety program that was

conducted by Mr. Stephen Holmes of this office on April 20-22,1993, of activities

authorized by NRC License No. R-2 at the Penn State Breazeale Reactor. Discussions of our
!
findings were held by Mr. Holmes with Messrs. Flinchbaugh and Granlund of your staff at

the conclusion of this inspection.

Areas reviewed during this inspection are important to public health and safety and are
described in the enclosed inspection report. The areas examined included radiation safety
j
staffing, radiation monitoring equipment, surveys, training, personnel dosimetry, signs and
,
postings. Within these areas, the inspection consisted of selective examinations of
i
procedures and representative records, interviews with personnel, and observations and -
i
independent measurements made by the inspector.
Within the scope of this inspection we noted that your detailed procedures and concise
records for the portable survey meter calibrations and the initial calibration of the reactor
3
facility's multi-channel analyzer / detector were notable. No safety concerns or violations of
regulatory requirements were identified.
