SUBJECT: NRC INSPECTION REPORT 50-458/93-04

This refers to the inspection conducted by Mr. M. Runyan and the inspectors

!

identified in the enclosed report, of this office on March 29 through April 2,.

1993. The inspection included a review of activities authorized for your

River Bend Station facility. At the conclusion of the inspection, the

!

findings were discussed with those members of your staff identified in the

l

enclosed report.

!

!

This inspection examined the implementation of your program to meet your

'

comitments to Generic Letter 89-10 " Safety-Related Motor-0perated Valve

!

Testing and Surveillance." We considered the implementation of your motor-

operated valve program to be generally in accordance with your comitments to

,

{

Generic Letter 89-10.

An improper post-test review of diagnostic test data was considered to be in

l

violation of. Criterion XI of Appendix B to 10-CFR Part 50.

This violation is

l

not being cited because the criteria in paragraph VII.B.2 (for licensee-

'

identified violations) of Appendix C to 10 CFR Part 2 of the NRC's " Rules of

Practice," were satisfied. This violation was an isolated occurrence and the

licensee staff-took prompt and effective actions to correct the problem.

An unresolved item was identified concerning a potential operability problem

-!

with Valve ICCP*MOV138.

It is our. understanding that you comitted to develop '

a corrective-action plan to address this valve. Another unresolved item

concerned several of the design assumptions made in design calculations

,

estimating the capability of your motor-operated valves. _ It is also our ' .

,

understanding that you comitted to validate or revise these assumptions by

'i'

July 1,1993,. based on an analysis of your motor-operated valve test data.

,

This issue is of concern because the assumed values in your calculations did

not appear conservative and, if changed, could result 'in operability problems.

for some of your more marginal motor-operated valves.

of these comitments differs. from ours, please contact me imediately.

In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy
