N. Graves, and the inspectors identified in the enclosed report, of this office, on March 7 through April 17, 1993. The inspection included a review of activities authorized for the Comanche Peak Steam Electric Station, Units 1 and 2, facility. At the conclusion of the inspection, the findings were discussed with you and those members of your staff identified in the enclosed report. Areas examined during the inspection are identified in the report. Within these areas the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress. The results of this inspection are documented on page 2 in the enclosed report. It was identified that work controls during construction were inadequate to prevent impairing the function of a Unit 2 halon cylinder. This was a violation of Criterion V of Appendix B to 10 CFR Part 50. This violation is not being cited because the criteria identified in paragraph VII.B.2 of Appendix C to 10 CFR Part 2 of the NRC's " Rules of Practice" were satisfied. Additionally, an auxiliary feedwater valve of low safety significance was s found out of position in violation of Technical Specification 6.8.1. This violation is not being cited because the criteria identified in paragraph VII.B.1 of Appendix C to 10 CFR Part 2 of the NRC's " Rules of Practice" were satisfied. Both violations were considered isolated occurrences and your staff took prompt action to correct the identified deficiencies.
