SUBJECT: NRC ENFORCEMENT CONFERENCE REPORT NO. 50-002/93003(DRSS)

This refers to the Enforcement Conference conducted by Mr. H. J. Miller and

other members of the NRC staff with you and other members of the University of

Michigan staff on April 26, 1993, regarding activities authorized by NRC

Operating License No. R-28 for the Ford Nuclear Reactor. The purpose of the

conference was to discuss the circumstar.tes surrounding the March 24, 1993

overpower event. We have included a report summarizing this discussion.

Also enclosed is a change to page 4 of Inspection Report No.

50-002/93002(DRSS). The change was made to more accurately reflect the

console operator's state of mind during the overpower event on March 24, 1993.

Areas of revised or added text are denoted by change bars.

You will be notified by separate correspondence of our decision regarding the

Enforcement Action based on the information presented and discussed at the

Enforcement Conference.

No response is required until you are notified'of the

proposed Enforcement Action.
