SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (NRC INSPECTION
REPORT NO. 50-395/93-07)
The NRC Systematic Assessment of Licensee Performance (5 ALP) has been completed
for your Virgil C. Sumer facility. The facility's performance was evaluated for
the period September 1,1991, through February 27, 1993, in the functional areas
'
of Plant Operations, Radiological Controls, Maintenance / Surveillance, Emergency
>
Preparedness, Security, Engineering / Technical Support, and Safety Assessment /
Quality Verification.
The results of the evaluation are documented in the
enclosed Initial SALP Report which will be discussed with you at a public meeting
,
to be held at the V. C. Sumer facility on May 12, 1993, at 10:00 a.m.
,
Overall, the performance of V. C. Sumer was excellent. The attainment of SALP
Category 1 in the majority of the SALP functional areas in successive SALP
periods is comendable.
It is indicative of organizational teamwork, staff
competency, and proactive management involvement.
However, I have noted a
declining trend in performance in the Maintenance / Surveillance area which should
receive your attention.
Any coments you have concerning our evaluation of performance of your
V. C. Summer facility should be submitted to this office within 30 days following
the date of the public meeting.
These coments will be considered in the
i
development of the Final SALP Report. Your comments, if any, and a sumary of
the meeting will be issued with the Final SALP Report.
