Dear Ms. Sloyer:

This confirms verbal authorization provided to you en March 10, 1993, to commence work under the subject Task Order on March 15, 1993, with a temporary ceiling of $5,000.00.

In accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 8 with an established ceiling of $25,541.33, inclusive of the amount authorized verbally.

This effort shall be performed in accordance with the enclosed statement of work and the Contractor's technical proposal dated February 26, 1993, incorporated herein by reference.

The period of performance for Task Order No. 8 is March 15, 1993 through November 14, 1993.

The total cost ceiling is $25,541.33 of which the sum of $23,422.59 represents the estimated reimbursable cost, the sum of $137.10 represents facilities capital cost of money, and the sum of $1,983.14 represents the fixed fee.

The amount presently obligated with respect to this tach order is

$25,541.33.

Notwithstanding the clause FAR 52.232 Limitation of Cost, the Contractor is not obligated to continue performance under this task order or otherwise incur costs in excess of the estimated cost specified herein, until the Contracting Officer notifies the Contractor in writing that the estimated cost has been increased.

In absence of such notification by the Contracting Of ficer, the Government is not obligated to reimburse the Contractor for any costs in excess of the estimated cost specified herein.

TASK ORDER NO. 8 UNDER CONTRACT NO. NRC-26-91-292 1

1.

PURPOSE l

l NRC Inspection Manual Chapter 1245 lists Training Requirements for Reactor Health Physics Inspectors. One of the training courses required is Radioactive Waste Management (H-202). This course is also included in the requirements for Refresher Training Reactor Health Physics Inspectors and in the Supplemental Training requirements for Fuel Facility Inspectors.

NRC Reactor Health Physics and fuel Facility Specialist Inspectors must have an understanding of radioactive waste generation, cleanup and processing systems methods, effluent pathway controls and monitoring, and storage and~ shipping requirements to be able to inspect licensee radioactive waste management programs.

The H-202' was last conducted in November 1991. The objective of L

this Task Order is to have a contractor conduct the Radwaste Management Course (H-202) at the Technical Training Center to NRC inspectors as part of their required training.

2.

SCOPE f

!i The contractor shall conduct the "Radwaste Management Training Course" (H-202) using the "Radwaste Management Training Manual" developed under Task Order No. 4 of Contract NRC-26-91-292.

The course is to be conducted by the contractor at the NRC i

Technical Training Center facilities in Chattanooga, TN.

The contractor shall administer the course and provide l'

instructors to teach the course. The contractor shall utilize the existing course manual.

The contractor shall evaluate the students by means of a written examination. The contractor shall develop two (2) 50 question examinations. The contractor shall provide a i

MEETINGS i

i One meeting is anticipated to coordinate development of the; course presentation. All meetings shall be held at the Technical Training Center in Chattanooga, TN.-

4.

TRAVEL Contractor travel to support the meeting and presentation at the Technical Training Center will be necessary.

5.

REPORTING REQUIREMENTS / DELIVERABLES The contractor shall:

Provide experienced instructor (s) to present the course in Chattanooga, TN. The resume (s) of the proposed instructor (s) shall be provided to the Task l

Order Leader for review and approval as soon as the individual (s) is(are) identified but not less than twenty (20) days prior to the start of the course.

Conduct the course during the week of April 19-23, 1993.

d.

Provide additional course materials, if any, to the Task Order Leader for distribution to the students.

Any changes in, additions to, or deletions from the content of the existing material and any newly developed material shall be approved by the Task Order leader.

Utilize the student manual and other materials I

provided by the Task Order Leader. Materials i

provided may be modified or supplemental material may be developed by the contractor. However, any changes in, additions to, or deletions from the content of the existing material and any newly I

developed instructional material shall be approved i

by the Task Order Leader.

f.

Utilize provided visual aids consistent with the Student Manual. Visual aids provided may be modified or supplemental material (vuegraphs, slides, video tapes, equipment displays, etc.) may be produced to facilitate student comprehension of the subject. However, any changes in, additions to, or deletions from the existing Student Manual content shall be approved by the Task Order Leader.

1 As far as practicable, visual aids will be current, legible, consistent with NRC terminology and rules, and of a quality to provide a clear understanding of the subject matter.

Produce two examinations (including answer keys) for the purpose of evaluating student performance. One

examination will be used to evaluate the students at the conclusion of the course and the other will be used to re-evaluate any student who does not score at least seventy (70) percent on the initial examination. The examinations should consist of at least fifty (50) questions each, predominantly multiple choice and should be based on the material l

included in the student manual. At least seventy (70) percent of the questions shall be based on the l

learning objectives listed within the student l

manual. No more than fifty (50) percent of the questions appearing on the first examination shall be repeated on the second examination. The contractor shall submit a copy of each exam to the I

Task Order Leader for approval not less than twenty (20) days prior to the start of the course. The contractor shall modify the exam to reflect comments received. The exams shall be approved by the Task Order Leader prior to administration.

h.

Grade the examinations upon completion of the course and transfer the completed examinations along with the raw scores to the Task Order Leader as specified in subparagraph j below.

If a student fails to achieve a score of seventy (70) and requests a re-evaluation, the Task Order Leader shall provide the second examination with instructions concerning administration and return. The Task Order Leader shall grade this examination but may request the contractor to validate any short answer / essay type questions for consistency in grading with the initial examination.

Deliver any materials developed for the course presentation to the Task Order Leader for review and approval when the materials have been developed but j

not less than twenty (20) days prior to the start of the course.

j.

Submit a course presentation report to the NRC Task Order Leader within thirty (30) days of completion of the course presentation. The report shall contain:

A cover letter report discussing course accomplishments, problems, and recommendations for improvement.

l (2)

Original graded examinations and examination key.

(3)

Summary report of student evaluations of the course and the original of each student's evaluation.

6.

PERIOD OF PERFORMANCE The period of performance of this task order shall be eight (8) months from the date of issue.

7.

ESTIMATED LEVEL OF SUPPORT i

Approximately one and one-half (1.5) staff-months.

Estimate includes development and production of any materials described l

in paragraph 2.

8.

TECHNICAL SKILLS REQUIRED The contractor shall provide resumes of each person selected to present the course.

Specific skills required are knowledge and experience in the subject areas being taught and experience in j

classroom presentation and course evaluation.

9.

GOVERNMENT PROPERTY TO BE PROVIDED TO THE CONTRACTOR j

The NRC will furnish the contractor with the following materials, in addition to the items specified in paragraph 2, to support course presentations:

a.

One (1) copy of the Student Manual for each instructor.

b.

One (1). copy of developed course vuegraphs.

Additional vuegraphs requested by the contractor to be made from materials provided by the contractor.

c.

Documents issued by the Agency such as regulatory guides determined to be necessary to support course presentation. The contractor shall identify any such documents at least thirty (30) days-prior to the start of the course.

d.

Classroom facilities and equipment (e.g. overhead and slide projectors, marker boards, video projection system etc) needed to present the course.

The contractor shall identify any special i

requirements in writing at least fifteen (15) days prior to the start of. the course.

The NRC will provide one (1) copy of the following materials to each student to support the presentation by the contractor:

Any additional handouts or revisions to the student manual as provided to the TTC by the contractor.

l 10.

GENERAL INFORMATION The course length shall be five (5) consecutive days commencing on a Monday April 19 and ending on the following Friday.

The course should provide between seven (7) and eight (8) hours of instruction each day plus one (1) additional hour for lunch.

The class day shall begin no earlier than 7:30 AM and end no later than 5:00.PM.

Class size shall be limited to 30 students.

The NRC reserves the right to postpone the course if the number of students enrolled is less than ten (10). Such a postponement shall be announced at least thirty (30) days prior to the start of the course. Under such a circumstance, the course will be rescheduled at a mutually agreeable date.
