The Commission has just reviewed the referenced IG report concerning an investigation conducted into a Region III practice of referring the names of consultants to licensees who were experiencing regulatory problems.
The IG also identified a number of contacts between Region III employees and a consultant which suggest that the Region III employees were not sufficiently sensitive to their responsibility to avoid actions that might result in, or create the appearance of, a conflict'of interest.
In view of these findings, the Commission directs that'the-following actions be taken:
1)
In consultation with OGC, develop for commission consideration an agency-wide policy to augment existing.
guidance on conflicts of interest describing under what circumstances, if any, it.may be appropriate for NRC employees to provide the names of consultants to licensees who are experiencing compliance problems.
2)
Inform the Commission of any actions taken or planned to address the " conflict-of-interest" issues described i
in
