LIQUID PENETRANT INSPECTION OF THE FEEDWATER N0ZZLES - HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M84784 AND M84785)
By [[letter::HL-2006, Application for Amends to Licenses DPR-57 & NPF-5,revising TS to Remove Main Steam Line Radiation Monitor Reactor Scram & Group Isolation Functions,Per BWROG Topical Rept NEDO-31400, SE for Eliminating BWR MSIV Closure..|letter dated October 19, 1992]], you proposed to change the schedule that you had adopted for the liquid penetrant (PT) examinations and ultrasonic tests (UT).
This schedule is contained in Section 4.3.2, Table 2, of NUREG-0619 "BWR Feedwater Nozzle and Control Rod Drive Return Line Nozzle Cracking." The PT examinations are currently scheduled to be performed during the spring 1993 refueling outage for Unit I and the spring 1994 refueling outage for Unit 2.
Also, by NRC 930125 RAI on NUREG-0619 Insp Requirements,As Modified by GL 81-11.Rept Withheld,Per 10CFR2.790|letter dated February 22, 1993]], you provided responses to the NRC staff request for additional information dated January 25, 1993.
Furthermore, by letter dated February _2,1993, you limited your original request, at this time, to a schedule change for the PT examinations for one cycle for both Units 1 and 2.
The NRC staff has reviewed your revised request and is providing its findings in the enclosed safety evaluation (SE). The staff has concluded that a one cycle schedular relief from performing the PT is acceptable, provided you perform an enhanced automated UT at each unit during its forthcoming refueling outage.
If a flaw indication is detected that is interpreted to be a crack, then the PT examination must be performed. Moreover, the UT examination results should be provided in accordance with the schedule outlined in the enclosed SE.
Based on a discussion with your staff, a meeting is scheduled for May 12, 1993, in Rockville, Maryland, to discuss the results of your spring 1993 inspection at Unit 1.
