Dear Chet:

1 In Section 18.9.2.2.1 of the ABWR DFSER, the Staff states... "The following industry operating.

experience issues shall be identified: < List to be developed >, The specific list of items has not yet been identified and, therefore, GE has not yet incorporated them into their process. The list of issues is Open Item 18.9.2.2.1-2."

Subsequent to the NRC Staff's development of the DFSER text, the Staff provided the list of the specific operating experience issues to be addressed for closure of this open item. That list was presented as an attachment to the Staff's HFE Program Review Model that was forwarded to the Commission in SECY-92-299 dated August 27,1992. That list included identification of specific USI issues, TMI issues, NRC Generic Letters, AEOD Studies and Low Power and Shutdown Issues.

GE reviewed the specific issues identified in the Staff's HFE Program Review Model. The results of that GE review were provided to the NRC in a transmittal dated August 13,1992 and were summarized as follows:

USl Issues HFE related issues addressed in these USI issues are already given proper consideration in the ABWR HSI Design Implementation Process defined in Appendix 18E.

TMIIssues The majority of the TMI issues are not applicable to Chapter 18, Human Factors Engineering considerations. The issues listed below are exceptions in that they are applicable to the specific scope of CI' apter 18 but all of these issues have been addressed in NUREGs and Reg Guides as shown:

Low Power and Shutdown Issues None of these issues, as described in NUREG-1449, are applicable to this HFE review.

The results of the GE review of the specified list of operating experience issues were reviewed with the Staff during a meeting on August 20,1992 and this Open Issue, as originally defined, is considered closed.

The new issue recently raised by the Staff, regarding the same subject of Operating Experience, is currently being addressed by GE as a separate activity and a meeting is now scheduled with the Staff for May 13,1993 to discuss that matter further.

Please provide copies of this transmittal to Clare Goodman and Dick Eckenrode.
