SUBIECT: NRC REGION I INSPECTION REPORT NO. 50-289/93-07

This letter transmits the NRC Region I inspection report for the inspection conducted by;

Mr. Ram Bhatia and Ms. Leanne Kay of this office on February 22-26,1993, at Three Mile

Island Unit 1, Middletown, Pennsylvania. Mr. Bhatia discussed the findings of this

inspection with you and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection focused on closure of previous Electrical Distribution

'

System Functional Inspection (EDSFI) outstanding items for Unit I and your committed -

'

corrective actions. The inspection included review of resolutions and cormctive actions

'

pertaining to DC voltage regulation, fuse control, testing of vital batteries, emergency diesel

generator loading, cimuit independence, and safety-related motor capabilities. The inspection-

consisted of selected examinations of design records and procedures,- interviews with

personnel, and observations by the inspectors.

The inspectors noted that an unresolved issue involving the Makeup Pump motors'

performance has not been adequately resolved. The evaluation used incorrect data for the

installed motors. - While we continue to believe that the motors will perform as required, we

request that you provide us, within 30 days of this letter, a written. response outlining your

resolutions of this issue. This item remains open. Within the scope of this inspection, no -

-

violations were identified.
