PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 i
This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $100,000 will be issued on or about May 4, 1993 to Northeast Nuclear Energy Company (Millstone).
This action is based on a Severity Level II violation related to the harassment, intimidation and discrimination against an instrumentation and control supervisor i
for raising safety issues.
The base civil penalty was escalated to $100,000 because of the significant management involvement in the violation.
This action was approved by the Commission in an SRM dated April 30, 1993.
It should be noted that the licensee has not been specifically informed of the enforcement action.
The schedule of issuance and notification is:

The State of Connecticut will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil i
