. REQUEST FOR REllEF FROM AMERICAN SOCIETY OF MECHANICAL ENGINEERS SECTION XI CORE REQUIREMENTS - FIRST TEN-YEAR INTERVAL' INSERVICE INSPECTION - SEQUOYAH NUCLEAR PLANT, UNIT 2 (TAC NO. M83978)

By letter dated June 15, 1992 Tennessee Valley Authority (TVA or the licensee)
[-
submitted to the NRC the First Ten-Year Interval Inservice Inspection (ISI)-
p Program Plan, and Revisions 17 and 16 for Sequoyah Power Plant (SQN) Units 1 L
and 2, respectively.
Included in the submittal were requests for relief-from the American Society of Mechanical Engineers (ASME) Code Section XI requirements that the licensee determined to be impractical to perform during the First Ten-Year ISI interval for SQN,. Unit 2.
They were designated ISI-15, 16, 17 and 18. -Additional information was provided by the licensee in a phone conference on January 14, 1993, regarding Relief Request No. ISI-15.
Based on the information submitted, the staff has evaluated the relief requests and determined.that the licensee's proposed Relief Requests No.
ISI-16, 17 and 18 may be granted pursuant to 10 CFR 50.55a(g)(6)(i) and Request RR-ISI-15 may be authorized pursuant to 10 CFR 50.55a(a)(3)(1). The-staff concluded that. imposition of this requirement would result in a hardship without a compensating increase in the level of safety-or quality, and that' the proposed alternatives would provide an acceptable le tel of-quality and.
. safety. These reliefs are authorized by law and will not endanger life, property,.or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the-ASME Code requirements were imposed on the facility.
