Amendment Request 93-04. This License Amendment Request is submitted pursuant to the requirements of 10CFR50.90 and to 10CFR50.4.
The purpose of this License Amendment Request is to propose changes to the Seabrook Station Technical Specifications.
The proposed changes will increase the Surveillance Test Interval (STI), Allowed Outage Time (AOT), and channel bypass time for i
l the Reactor Trip System (RTS) and the Engineered Safety Features Actuation System j
(ESFAS). In addition the proposed change removes the requirement to perform the RTS l
Analog Channel Operational Test (ACOT) on a staggered test basis. These changes are consistent with the proposals of WCAP 10271 Supplement 2 Revision 1, " Evaluation of Surveillance Frequencies and Out of Service Times for Engineered Safety Feature Actuation System", and as approved by the NRC in Safety Evaluation Reports issued in February 1985, February 1989, and August 1990. License Amendment Requests similar to this have been j
approved for: Millstone Unit 3 Generating Station, Docket No. 50-423 Amendment No.70 and for Wolf Creek Generating Station, Docket No. 50-482, Amendment No. 43.
License Amendment Request 93-04 has been reviewed and approved by the North Atlantic Station Operation Review Committee and Nuclear Safety Audit Review Committee.
As discussed in Section V of the enclosed License Amendment Request, the proposed i
changes have been determined not to involve a significant hazards consideration pursuant to 10CFR50.92. A copy of this letter and the enclosed License Amendment Request has been forwarded to the State of New Hampshire Liaison Officer pursuant to 10CFR50.91(b).
Additionally, North Atlantic has determined that the proposed License Amendment Request meets the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from j
the requirements for an Environmental Impact Statement.
