This refers to the routine safety inspection conducted by Mr.' B. L. Bartlett,

Ms. D. R. Calhoun, Mr. J. A. Gavula, and Mr. L. R. Wharton of this office from

February 1 through April 8, 1993, of activities at Callaway Plant, Unit 1,

authorized by NRC Operating License NPF-30, to a special inspection by Mr. Gavula-

of a water hammer transient in the containment cooling system at the Callaway

-

Plant during this inspection period, and to the discussion of our findings with

~

Mr. W. R. Campbell and others of your staff at the conclusion of the inspections.

The enclosed copy of our inspection report identifies areas examined during the

i

inspections.

Within these areas, the inspections consisted of a selective

.

examination of procedures and representative records,

observations,

and

.

interviews with personnel.

!

During these inspections, certain of your activities appeared to be in violation

!

of NRC requirements, as specified in the enclosed Notice of Violation (Notice).

The violation involved the recurrence of a water hammer transient due to

inadequate implementation of corrective actions for previous water hammer events.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response. In your response,

you should document the specific actions taken and any additional actions you

plan to prevent recurrence.

After reviewing your response to this Notice,

,

including your proposed corrective actions and the results of future inspections,

the NRC will determine whether further NRC enforcement action is necessary to

ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC Public

Document Room.

The responses directed by this letter and the enclosed Notice are not subject to

the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, Pub. L. No. 96511.
