Enclosed for your information is a copy of TR-2158-5/92, Rev.1, "A Test Plan for Fault Testing of Nuclear Power Plant Electronic Isolation Devices," dated March 3, 1993 (Enclosure 1).

Brookhaven National Laboratory, under contract from NRC, has recently completed testing of a representative sample of isolation devices, including i

Rochester Model SC-1302, used in nuclear power plants. The tests were performed in accordance with the Test Plan, TR-2158-5/92, Rev. 1.

Enclosed for your review and comment is a copy of the test results summary for Model 50-1302 (Enclosure 2).

Consideration will be given to your comments if received by May 28, 1993.

The final NUREG/CR report will be issued in July 5

SUMMARY

DEVICE CHAR ACTERISTICS Barrier Resistance - Range 24-62 Gohns Barrier Capacitance - Range 571-848 pfarad Functional Test ' Failed between.4 and.5 MCF (40 and 50 volts)

Energy Passed " s C.54 p Joules (Damage Threshold = 100 Joules) l Summarv Device was tested at Maximum Credible Fault levels from 0-130 volts at 10% steps. De device failed functionally (would not transmit signal) between 40 and 50 volts. The device maintained its isolation characteristics throughout testing, and passed more energy than the first device tested, but well below the damage threshold level.

1 Notes Functional Test verifies whether Isolation Device has capability to transmit a voltage signal from safety circuit to non-safety circuit.

Energy pass through measures energy that is transmitted through the isolation device from the non-safety side to the safety side caused by the fault.
