SUBJECT:
NRC APPROVAL OF CERTIFIED FUEL HANDLER TRAINING AND RETRAINING PROGRAM (TAC NO. M85704)
In your letter dated January 27, 1993, you indicated that Portland General Electric Company (PGE) plans to replace the 10 CFR Part 55 NRC licensed operator program with an NRC approved certified fuel handler (CFH) training and retraining program.
In a letter dated March 27, 1993, the staff requested additional information on your submittal dated January 27, 1993.
In a letter dated April 8,1993, PGE provided a response to our request for additional information.
The staff has completed its review of the PGE proposed CFH training program and has determined that it is consistent with the defueled condition of the facility. Therefore, the staff concludes that the PGE proposed Certified Fuel Handler Training and Retraining Program presented in your letter dated January 27, 1993, is acceptable as modified by the April 8,1993 response.
It is requested that the information and commitments presented in your April 8, 1993 response be incorporated in the CFH training program at the next revision of the program.
Upon implementation of the NRC approved training program, those persons possessing a Part 55 senior reactor license will be considered to be certified fuel handlers and will be required to retain their qualifications as specified in the approved CFH training program. At such time as the CFH training program is implemented, the NRC Region V staff will coordinate the termination i
of the remaining PGE operator licenses.
