Dear Mr. Denton:

SUBJECT: INSPECTION REPORT NOS. 50-317/93-07 AND 50-318/93-07

This letter refers to the inspection conducted by Mr. J. Carrasco of this office on

March 1-5,1993, at the Calvert Cliffs Nuclear Power Plant, Units 1 and 2, in Lusby,

Maryland. The inspector discussed the results of the inspection with Mr. R. H. Waskey and

other members of your staff at the conclusion of the inspection.

This inspection focused on activities important to the public health and safety and was

directed towards engineering activities, with emphasis on the adequacy of your provisions for

the analysis, design, and construction of two safety-related diesel generator buildings at the

two-unit Calvert Cliffs Nuclear Power Plant. The independent spent fuel storage installation

was also inspected, including the closing of an unresolved item from a previous inspection.

Details on the areas examined during the inspection are described in the NRC Region I

inspection report, which is enclosed with this letter. Within these areas, the inspection

consisted of selected examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed. Your staff has

demonstrated that the soil excavation was performed in accordance with special instructions -

established in their 10 CFR 50.59 safety evaluation and adequate provisions'were made to

prevent soil erosion and sediment throughout the duration of the yard modification.
