Hall, HL&P, to James L. Milhoan, NRC, dated January 14, 1993, "First Report Regarding HL&P Perfcr=ance Initiatives" (ST-HL-AE-4295)

Dear Mr. Milhcan:

In the referenced correspondence, Ecuston Lighting & Power (HL&P) provided a progress report on the activities undertaken to improve perfor ance at STP.

As a fcilcu-up on the perfernance initiatives of the Nuclear Safety Review Ecard (NSR3), the NSRB has established fcur standing cc =.ittees for providing revieu assistance to the NSR3.

The purpcse of these standing cc=ittees is to allow NSR3 to perfor: effective high level oversight of safety issues and to ccnduct its business efficiently.

These standing Oc=rittees are expected to provide a = ore focused everview of spec:.fic areas of Nuclear Grcup performance, including the area of radicicgical controls which is undergoing a najor transition to implemen the new 10CFR20 changes.

Attachmen: 1 further describes the charter of the NSR3, the current renbership, NSRS's standing cc =ittee structure, and the implementation status of these cc mittees. provides a brief description of the najor areas of expertise of the curren:

NSRB nenbers.

5 NUCLEAR SAFETY REVIEW EOARD i

I Charter i

i STP's offsite review group, the Nuclear Safety Review Board (NSRB) j reviews station perfor=ance for safety and reliability issues and i

progress. The NSRB is an advisory group to the executive in charge l

of the nuclear program.

The NSRB is responsible for conducting i

independent reviews and audits of potentially significant activities that relate to nuclear safety and advising the Group l

Vice President, Nuclear of the results of their activities.

l Nuclear Group Policy describes the responsibility of the NSRB.

j r

t Membershio r

t r

i Currently the NSRB is composed of five senior level managers frc I

within the HL&P nuclear group and three recc~nized industr"2 w

consultants with expertise in plant operations, engineering and l

radiatien protection.

The NSRB is chaired by one of these l

independent consultants.

A short biography of each member (noted

. j as consultant or utility employee) is provided in the Attachment i

showing major areas of expertise and the nu=ber of "Jears of nuclear ri experience.

r NSRB Accennlishments t

f During 1992 the NSRB had eleven meetings.

At these meetings, the r

Board reviewed current plant problems and events as. ell as i

Technical Specification =andated items.

To enhance its ability to nake the NSRB concerns nore risible, the Board routinely previces j

to the Grcup Vice President, Nuclear the teeting highlights after i

each meeting.

Examples of sene 1992 highlights for the Grcup Vice l

President are included in Attacnnent 3.

To aller integration of cutstanding significant issues discussed at previous meetings and to remain focused en then, the Scard routinely reviews the NSRB Uaten List centaining the top ter active i

concerns of the NSRB.
