SUBJECT: NRC INSPECTION REPORT 50-192/93-01

This refers to the inspection conducted by Mr. Wesley L. Holley of this office

!

on April 5 and 6, 1993.

The inspection included a review of activities

authorized for your TRIGA - MARK I Research Reactor. At the conclusion of the

!

inspection, the findings were discussed with you and the member of your staff

identified in the enclosed report.

l

Areas examined during the inspection are identified in the report. Within

!

these areas, the inspection consisted of selective examination of procedures

l

and representative records, interviews with personnel, and the observation of

'

activities in progress.

The results of this inspection are documented in the

enclosed report.

The inspection effort involved the coordination of the confirmatary

radiological survey activities which were performed by our contractor, Oak

i

Ridge Institute for Science and Education (0 RISE). These confirmatory surveys

were not completed, because a concern was identified that contamination might

be present in the area between the reactor pool liner and the concrete support

structure surrounding the liner. These concerns were based on the fact that

the water in the pool had overflowed on several occasions during reactor

operations and that contaminated water may have entered the area between the

liner and the concrete.

This concern is substantiated by the fact that your

,

f acility survey results identified contaminated areas in cracks in the

concrete support structure that resulted from the pool overflows.

It is our understanding that you are making arrangements to have the pool

liner removed.

Please let us know when the liner is removed and when you have

!

completed your radiological surveys of the liner and concrete support

structure.

Once you have completed these surveys, we will make arrangements

with ORISE to perform a confirmatory measurement survey.

In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy

of this letter and its enclosure will be placed in the NRC Public Document

Room.
