DAVIS-BESSE INSERVICE TESTING PR0 6 M FOR PUMPS AND VALVES (TAC NO. M84151)

By letter dated March 22, 1990, as supplemented by letter dated August 28, 1990, Toledo Edison Company (TE) submitted the Pump and Valve Inservice Testing Program (IST), second 10-year interval, for the Davis-Besse Nuclear Puwer Station, Unit 1 (DBNPS) for NRC review and approval of relief requests.

The NRC staff's findings with respect to granting or not granting the relief requests were addressed in the NRC Safety Evaluation (SE) issued by letter dated December 2, 1991. The Technical Evaluation Report (TER) attached to the SE discussed anomalies found during the evaluation of certain relief requests.

In summary, the SE identified six denied relief requests, nine relief requests granted with provisions, and two relief requests granted on an interim basis.

The NRC staff requested that TE resolve the anomalies associated with those relief requests and implement program / procedures changes as necessary, and provide a description of the process used in developing the IST program.

By letter dated July 8,1992, TE submitted an updated copy of the DBNPS IST program. The updated IST program was provided in response to the NRC SE and reflected program changes made to address the identified TER anomalies. The submittal also included one new relief request (PR-7), three revised relief requests, and a description of the process used in developing the IST program.

The description of the process adequately covered the development of the IST program. The three revised relief requests replaced two previously denied requests (RP-6 and RV-1) and one previously-granted interim approval (RP-5).

The NRC staff's evaluation of TE's submittal has been completed (enclosed) except for TER anomaly No. 8 which will be addressed separately under TAC No. M86158 with review completion scheduled for the end of 1993.

Based on its review of the IST program requests, the NRC staff concludes that the relief requests will provide reasonable assurance of the operational readiness of the pumps and valves to perform their safety-related functions. The NRC staff has determined that granting relief pursuant to 10 CFR Part 50.55a(f)(6)(i) is authorized by law and will not endanger life or property, or the common I

In making this determination, the NRC staff has considered the acceptability of proposed altarnate testing, the impracticality of performing the required testing considering the burd m if the requirements were imposed, and whether the proposed alternative testing meets the requirements set forth in subsequent editions and addenda that are incorporated by reference in 10 CFR 50.55a(b).
