This refers to the routine safety inspection conducted by Mr. R. A. Paul of
l
this office on March 22 - 26, 1993, and a discussion with members of your
i
staff on March 31, 1993, of activities for your Davis-Besse Nuclear Power
Station.
At the conclusion of the inspection, the findings were discussed
l
with those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
!
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations of
,
activities in progress.
During this inspection, certain of your activities, as described above, appear
l
to be in violation of-NRC requirements. However, the li:ensee identified this
violation and it is not being cited because the criteria specified in Section
l
VII.B.2 of the " General Statement of Policy and Procedures for NRC Enforcement
Actions," (Enforcement Policy, 10 CFR Part 2, Appendix C).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
