BIG ROCK POINT PLANT - RESPONSE TO GENERIC LETTER 91-11, " RESOLUTION OF GENERIC ISSUE 48, 'LCOs FOR CLASS 1E VITAL INSTRUMENT BUSES,' AND 49, ' INTERLOCKS AND LCOs FOR CLASS 1E TIE BREAKERS,' PURSUANT TO 10 CFR 50.54(f)" (TAC NO. M82381)
On July 18, 1991, the NRC issued Generic Letter (GL) 91-11, which contained the staff resolution of Generic Issues 48 and 49. The GL required that licensees certify that procedures exist which contain time limitations and surveillance requirements for vital instrument buses (VIBs), inverters or other onsite power sources for VIBs, and tie breakers.
If the above mentioned procedures do not exist, licensees were required to provide justification demonstrating why these controls are not needed.
By letter dated January 29, 1992, you responded to the GL for the Big Rock Point Plant.
In response to our December 1, 1992, conference
?l, you provided un December 30, 1992, justification for not needing a time limitation on the inverter and other onsite power sources that supply 120vac to the Reactor Protection System Bus No. 3.
We find your justifications acceptable.
The staff has reviewed your response to GL 91-11, and finds that it meets the reporting requirements set forth in the GL. This letter completes staff actions concerning TAC No. M82351.
