Dear Ms. Adensam:
The B&W Nuclear Environmental Services, Inc. Lynchburg Technology Center (LTC), is submitting our Emergency Plan to accompany Section 8 of our renewal application (Reference 1). This is in accordance with Reference 3, which approved a schedular exemption for the submission of this document until February 1,1993.
The Emergency Plan was completed by January 29,1993 and submitted as required by 10 l
CFR 70.22 (i)(4) to off-site responders for their comments. At the close of the 60 day comment period, one comment had been received. This comment, which was from the Lynchburg Fire Department, is provided as Attachment I and has been incorporated into the l
Enclosed is the actual Section 8 page change and a copy of the Emergency Plan for incorporation into Reference 1. Attachment 2 is a list of the revised pages.

As discussed with you Friday, February 12, I'm forwarding an acceptable rewrite of section 4.3.6 from your company's emergency plan as follows:
The Lynchburg Fire Department will attempt to respond to emergency calls for assistance from the Concord Volunteer Fire Department in the event of an emergency at the site, provided resources to do so are available; and the response to assist does not, in the judgement of Lynchburg's Fire Chief or designated representative, inordinately diminish fire protection coverage within the City.
I would appreciate a copy of your revision for our files; and if you have any questions my address and telephone number is noted herein.
Please confirm and forward a copy of your rewrite.

8.0 EMERCENCY PIAN l

The site shall maintain and execute the response measures of the Emergency Plan submitted to the NRC on April 12, 1993, in accordance with 10 CFR 70.
The site shall maintain implementing procedures for the Emergency Plan as

necessary to implement the Plan.
The site shall make no change in the Emergency Plan that would decrease the response effectiveness of the Plan j
without NRC approval.
The site may make changes to the Emergency Plan without prior NRC approval if the changes do not decrease the response effectiveness of the Plan.
The site shall maintain records of changes that were made to the Plan without prior approval for a period of two J
years from the date of the change and shall furnish the Chief, Fuel Cycle Safety Branch, Division of Industrial & Medical Nuclear Safety, USNRC, j
Vashington, DC 20555 and Region II, a report containing a description of each change within six months after the change is made.
