The Commission was briefed by the NRC staff on progress of the regulatory review effort.
The Commission encouraged the staff to also consider, in the course of reviewing particular change mechanisms, the provisions which are applicable to the license renewal process.
Additionally, the staff should examine more broadly the potential benefits of increased standardization not only for technical specifications, but also in other areas that might avoid the need for amendments on a license-by-license basis.
The staff should explore possible mechanisms for achieving legal and administrative efficiencies in the processing of amendments to technical specifications, and in other areas, of little safety-significance, e.g.
through improved structuring of specific technical specifications.
