This lett:r transmits the report of the resident safety inspection by Messrs. L. Rossbach and
P. Sena at the Beaver Valley Power Station in Shippingport, Pennsylvania. The reporting
period covers from March 2 to April 5,1993. The inspection consisted of document
reviews, interviews, and observation of activities important to public health and safety. The

findings were summarized and discussed with Mr. D. Spoetry, Mr. G. Thomas, and other
'
members of your staff at the conclusion of the inspection.

Overall, the plants continue to be operated safely. Good outage risk management strategies
for Unit l's refueling outage are being employed. Also, immediate compensatory measures
and longer-term revisions to emergency operating procedures, as part of your analysis of a
Westinghouse report of a potential single failure concern, reflected an excellent safety
l
perspective.
