I approve the staff's plans to publish the final rule as set forth in Enclosure D.
I believe that intra-and inter-regional consistency in our requirements and evaluation criteria for licensed operator training is very important, and hope that the staff's evaluation of the pros and cons of recentralizing the operator. licensing function might result in recommendations for increased consistency.
