Dear Mr. Sandhusen:

Thank you for attending the meeting with Yankee Atomic Electric Compar.y (YAEC) s which was held at our offices in Rockville, Maryland, on March 23, 1993.

t As discussed at that meeting, YAEC is planning to transport four steam generators from their Yankee Nuclear Power Station to the disposal facility in Barnwell, South Carolina. The steam generator. are large steel components, weighing about 300,000 pounds each. The steam u.erators contain low levels s

of radioactive contamination and are filled with coni. rete.

The transport route is from the Yankee Nuclear Power Station near Rowe, Massachusetts, to the rail line at the Hoosac Tunnel, near the town of Florida, Massachusetts. After leaving the Yankee site, the shipments will

cross a privately owned earth dam and a privately owned bridge. The dam and bridge are owned by New England Power Company. The shipment route is then along six miles of highway owned by Franklin and Berkshire Counties. We understand that the towns of Florida and Monroe are responsible for issuing overweight permits for this highway.

As discussed at the March 23 meeting, YAEC has contracted with private engineering firms to survey the route and to evaluate the adequacy of the roadway, the culverts, the earth dam, the bridge, and the portable beams which will be used to span the bridge. YAEC and its contractors will prepare engineering calculations and reports which evaluate the safety of tte roadeay and structures.

We request that the Federal Highway Administration review these calculations and reports, and evaluate the adequacy of the route, including the private bridge and dam. We understand that YAEC's reports will be available by mid-May. We also understand that approxwately two weeks will be needed for you to review the reports and to survey the route, if necessary.
