Dear Mr. Hill:
NRC local PDRs As requested in your letter dated March 26, 1993, we have reviewed your Security Plan (Plan) for the shipment of slightly irradiated fuel from the Shoreham Nuclear Power Station to the Limerick Generating Station.
For clarification, paragraph II.C.11 should be revised to require notification to the NRC within I hour for a lost or unaccounted for shipment. Also, immediate notification after the estimated time of arrival should be made to Long Island Power Authority (LIPA) for a lost or unaccounted for shipment, followed by the immediate initiation of a trace investigation.
In paragraph l
1.D.3.a., notification requirements should be included for the road segment of the shipments.
i As discussed with Mr. Schoenwiesnar of your staff on April 14, 1993, upon addressing these comments the Plan is acceptable for meeting the requirements of 10 CFR Part 73.67.
In addition, in paragraph II.C.8 we suggest that the receiver be requested to sign and return a copy of the Plan to LIPA, thereby accepting the physical protection arrangements outlined in the Plan.
Please note that pursuant to 10 CFR 70.32(d), changes that do not decrease the effectiveness of the Pian for physical protection may be made without further review by HRC. A copy of changes should be forwarded to NRC within two months after they are made.
As stated in your ictter of Apr'l 6,1993, the information in the Plan does not contain Safeguards Information as defined in 10 CFR 73.21. However, the Plan will be handled in accordance with the provisions of 10 CFR 2.790(d).
