Dear Mr. Reid:

SUBJECT: Inspection Report No. 50-271/93-06

An announced safety inspection of the radwaste and transportation activities at your facility

was conducted by Mr. J. Nick on March 9-12,1993. The results of this inspection were

discussed with your staff on March 12, 1993.

Areas reviewed during this inspection were important to health and safety and are discussed

in the enclosed inspection report. These areas included review of: storage of radioactive

materials, radwaste processing, transportation of radioactive materials, staffing levels, staff

qualifications, training, quality assurance, and relevant procedures.

The radwaste and transportation program was generally effective in safely disposing of

radioactive materials. Areas toured in the facility were well maintained and exhibited good

housekeeping. The radwaste processing was performed by qualified individuals with .

documented training and qualifications. The assurance of quality, including audits and

surveillances, was comprehensive and detailed. Improvements were noted in the processing

ofliquid radioactive waste and radwaste/ transportation procedures. Weaknesses were noted

in the timeliness of updating waste stream analysis data and revising scaling factors. Another

weakness involved attention to detail in following certain procedures.

Within the scope of this inspection, one violation was identified regarding the classification

of radioactive material for disposal and is described in the enclosed inspection report and

Notice of Violation (Notice). You are required to respond to this letter and should follow

.

the instructions specified in the enclosed Notice when preparing your response. In your

l

response, you should document the specific actions taken and any additional actions you plan

to prevent recurrence. After reviewing your response to this Notice, including your

proposed corrective actions and the results of future inspections, the NRC will determine

whether further NRC enforcement action is necessary to ensure compliance with NRC

regulatory requirements.
