This refers to the inspection conducted by Dr. D. B. Spitzberg and

l

Messrs. T. W. Dexter and L. T. Ricketson of this office on March 15-16, 1993.

!

The inspection included a review of activities authorized for the Nuclear

i

Science Center. At the conclusion of the inspection, the findings were

!

discussed with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

j

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observation of

C

activities in progress. The results of this inspection are. documented in the

,

enclosed report.

j

In the area of emergency preparedness, two weaknesses were identified and are

l

discussed in Section 1.1.3 of the enclosed report. The first weakness

i

involved fr.ilure to establish classification action levels for radiological

emergencies which were related to facility parameters and which could be

promptly assessed. The second weakness involved failure to establish clear

guidance for emergency notifications to the NRC. You are requested to provide

i

'

this office, within 30 days after receipt of this letter, with your analysis

,

of the weaknesses, a description of your corrective measures, and your

j

schedule for completing these actions.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

I

this letter and its enclosures will be placed in the NRC Public Document Room.
