SUBJECT: NRC INSPECTION REPORT 50-445/93-12; 50-446/93-12 (NOTICE OF
<
DEVIATION)
This refers to the inspection conducted by Mr. W. B. Jones, and the inspectors
identified in the enclosed report, of this office, on February 18 through
March 3, 1993. The inspection included a review of activities authorized for
the Comanche Peak Steam Electric Station, Units 1 and 2, facility. At the
conclusion of the inspection, the findings were discussed with you and those
members of your staff identified in the enclosed report.
Areas examined during the inspection included a review of your programmatic
efforts to enhance personnel performance and reduce personnel errors,
sustained control room and in-plant observations, and an evaluation of your
corrective actions taken in response to previously identified inspection
findings. Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with

personnel, and observation of activities in progress.

Based on the results of this inspection, certain of your activities appeared
to deviate from your commitment to reconcile the Unit I work request tags
existing in the field with the outstanding work database. As specified in the
enclosed Notice of Deviation (Notice), this commitment was to be completed by
the end of the fourth quarter of 1992 as documented in your response to Notice
of Violation 445/9214-01.
We are concerned about the deviation because an NRC
inspection finding documented in NRC Inspection Report 50-445/93-07;
50-446/93-07 substantiates that the problem of work request tags attached to
safety-related equipment with an associated closed work request continues to
exist.
On March 11, 1993, you provided a letter, TXX-93131, which documents that, "In
addition to completing the reconciliation walkdown for Unit 1, TU Electric
intends to expand the scope of the walkdowns to include Unit 2 areas.
Anomalies encountered during the execution of these walkdowns will be

representation exists of the remaining work in the field."
You indicated in
your letter that this expanded scope of effort would be completed by May 31,
1993.
The NRC finds this revised commitment to be acceptable; therefore, no
additional response to the enclosed Notice is required.
Based on the results
of future inspections, the NRC will determine whether further NRC enforcement
action is necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy
of this letter and its enclosures will be placed in the NRC's Public Document
Room.
Should you have any questions concerning this inspection, we will be pleased
to discuss them with you.
