LABORATORIES ON GE NUCLEAR ENERGY'S PANTHERS TEST PROGRAM FOR THE SIMPLIFIED BOILING WATER REACTOR (SBWR)
Enclosed for your information are additional questions that are being for-warded under separate cover by the Nuclear Regulatory Commission (NRC) to SIET Laboratories on the passive containment cooling (PCC) and isolation condenser (IC) tests for the SBWR design. These questions supplement the questions provided in my letter to you dated April 13, 1993, and are likewise meant to l
be focal points for discussion during the NRC and Advisory Committee on Reactor Safeguards staff visit to the PANTHERS test facility in Piacenza, Italy on April 23, 1993. The questions should not be considered NRC staff l
requests for additional information; therefore, written responses from GE are l
not necessary.

Additional Questions for SIET on PANTHERS Dr. Ivan Catton of the Advisory Committee on Reactor Safeguards will be i'
accompanying Dr. Murley on the trip, and has requested that the following questions be addressed, in addition to those already provided.
i 1.
Please describe in detail the instrumentation for the PCC and IC heat exchangers and the test loop, and discuss why you believe that the instrumentation will be sufficient to acquire the necessary performance data.
l 2.
For both the PCC and 1C tests, please discuss how the range of non-condensible gas fractions was chosen, and why that range is l
representative of operating conditions in the SBWR. We note that both air and helium (simulating hydrogen) will be used in these tests.
l However, while the air mass flows are shown explicitly on the PCCS test matrix, neither the helium PCC fractions nor the non-condensible (air l
and/or helium) IC fractions are shown on the respective test matrices.
