Response to Nuclear Regulatory Commission (NRC) Generic Letter 92-08 The NRC, via Generic Letter 92-08, requested additional information from licensees to verify that Thermo-Lag 330-1 fire barrier systems manufactured by Thermal Science Incorporated (TSI) comply with the NRC's requirements. As stated in Portland General Electric Company's (PGE's) letter dated September l

28, 1992, responding to NRC Bulletin 92-01, Supplement 1, PGE does have Thermo-Lag 330-1 fire barrier material installed at the Trojan Nuclear Plant (TNP).

This material is used for compliance with Title 10 of the Code of l

Federal Regulations, Part 50 (10 CFR 50) Appendix R separation requirements.

As noted in the letter, appropriate compensatory actions consistent with an l

inoperable fire barrier have been taken relative to the Thermo-Lag i

installations.

PGE has submitted a License Change Application (LCA) to amend the Trojan Plant Operating License to a Possession Only License (POL). As noted in PGE's letter to the NRC dated March 15, 1993, neither 10 CFR 50.48 nor 10 CFR 50 Appendix R will be applicable to TNP after receipt of the POL, Since j

these regulations will not be applicable to TNP, Thermo-Lag 330-1 fire l

barrier material will not be required to meet the requirements of these l

regulations. Therefore, PGE will not be taking further action to restore l

Thermo-Lag 330-1 fire barriers to operability and thus is not providing the specific information requested in Item 2 of the Reporting Requirements of-Generic Letter 92-08.

PGE has reviewed ampacity calculations for power cables wrapped in Thermo-Lag.

It was determined that adequate margin exists to utilize the higher derating i

factors discussed in Generic Letter 92-08 with the exception of three cables.

i l

These cables supply:

1) Reactor Coolant Drain Tank Pump (P301B); 2) Control Rod Drive Blower (VC214B); and 3) Hydrogen Recombiner (X318B). Although some degradation of cable insulation =ry occur when higher derating factors are 4

utilized, the equipment serviced by these cables is not required with the plant permanently shut down and defueled.

PGE will continue to monitor ampacity derating issues and address them as necessary.
