i ADDENDUN TO A RESPONSE TO A NRC SAFETY EVALUATION CONCERNING CONSUMERS POWER COMPANY'S 120 DAY RESPONSE TO SUPPLEMENT 1 TO GENERIC LETTER 87-02 DATED FEBRUARY 18, 1993 On April 13, 1993, a teleconference was arranged between the Office of Nuclear.

Reactor Regulation (NRR) and Big Rock Point Licensing Staff. An NRR reviewer from the Mechanical Engineering Branch explained that the wording used in I

paragraph I. of the February 18, 1993 response needed clarification to satisfy e

NRC legal concerns.

(NOTE: The wording in question was recommended by the Seismic Qualification Utility Group-(SQUG), and a generic NRC concern exists with the statement. All utilities that used this statement will be subject to offering the NRC a clarification of their intentions).

The segment of the statement that is not acceptable to the NRC reads "With i

regard to this concern, Consumers Power Company's actions will be in accordance with Part I, Section 1.3 of the GIP. Rev 2 (corrected February 14, 1992), herein referred to as the GIP-2, which was accepted by the Staff in its SSER No. 2 on the GIP, dated May 22, 1992."

The NRC does not interpret this as a commitment to the entire GIP-2, which the Staff reviewed and accepted in SSER No. 2.

Therefore, per this addendum, Consumers Power Company commits to the entire GIP-2, i.e., the SQUG commitments and implementation guidance portions of Part II. This issue is currently being managed by inclusion in:

The " Plan for the Big Rock Point Integrated Assessment", which is part of i

the Facility Operating Licensing.

(The Plan provides a means for requirements to be accommodated taking into account schedule and resource constraints, as well as the importance of implementing requirements); and The facilities End-of-License strategy, which is being designed to achieve end of licensed life May 31, 2000.
