l Gentlemen:
l 1 am responding to your letter dated March 23, 1993, in which you expressed disappointment with schedule delays for the review of the Louisiana Energy i
Services (LES) license application.
.l We understand your concerns. As you know, schedules' for licensing reviews are difficult to predict. The schedules have been delayed usually by our requests i
for additional information (RAI), and the time needed for LES to respond.
For i
example, in our RAI dated November' 7,1991, there were a total of eight j
safety-related questions in the areas of " Facilities Design Criteria" and i
" Classification of Structures, Systems and Components," that you answered in your letter of March 29, 1993'.
In addition, the complexity of.the technical issues involved also affects the review time. This is why whenever we project l
a schedule, we specifically state that it is subject to change. While the l
current schedule is our best estimate, it has to be viewed with this l
perspective.
As for your concerns on NRC staff resources committed to review the LES i
L license application, the extent of our staff review has been demonstrated by i
the numerous comments and RAls generated thus far.
Please be assured that the l
LES project has a high priority, and that we will complete.the review process i
as expeditiously as possible consistent with our regulatory responsibilities.
Note that in February 1993, this office reorganized, and we now have a
