Pursuant to 10 CFR 50.55, Paragraph (f),10 CFR 71.101, Paragraph (f), and 10 CFR 72.140, Paragraph (d), Revision 4 of the General Nuclear Systems, Inc. (GNSI) Quality Assurance (QA)
Plan is enclosed for your review and approval. This document supersedes the previous QA Plan for the CASTOR V/21 TSAR (Ref.1) for GNSI and the CASTOR X/28-33 TSAR (Ref. 2).
Rev. 4 of the GNSI QA Plan also incorporates and supersedes the GNSI QATR (Ref. 3). This revision does not constitute a reduction in commitment.
l The QA program is strengthened and clarified by this revision of the QA Plan in that l
responsibility for implementation is clearly assigned to GNSI. Responsibilities of Gesellschaft fQr Nuklear-Service mbH (GNS) and the Bundesanstalt fQr Material Prufung (BAM), both of the Federal Republic of Germany, are clarified. The following is a summary of the changes.
The overview of GNSI, Chem-Nuclear Systems, Inc. (CNSI), and GNS relationships is i
clarified in Section 1.0.
The roles of key CNSI personnel who have responsibility in GNSI are clarified in Section 1.3.1.
Overall responsibilities of GNSI, CNSI, GNS, the BAM, and the NRC are clarified in Sections 1.3.2 through 1.3.6.
QA Responsibility and Authority of the Purchaser, GNSI, GNS, and CNSI are clarified in l
Sections 5.1,5.2,5.3, and 5.4 respectively.
i Responsibility and Authority of the BAM has been clarified in Section 6.0.

RA-0250-93 Page 2 Section 8.2 clarifies responsibility for submission and retention of records, and GNSI taking responsibility for maintenance of QA Records.
Section 8.4 defines which records must be retained as QA Records and which records must also be submitted to the customer.
Figure 1, " Organizational Relationships" is clarified.
The GNS QA Handbook was replaced with the GNS QA Planfor GNSI CASTOR CASKS Licensed by the United States Regulatory Commission. This plan has been reviewed and accepted by GNSI and does not represent a reduction in commitment.
This revision of the GNSI QA Plan is being implemented as of April 12, 1993. GNSI believes tl'at the enhancements made to our QA Plan provide for a higher level of confidence in our program and our products.
