Letter from G. J. Beck to USNRC, dated September 28, 1992 l
l
Dear Sir:
j l
This letter provides two clarifications to our September 28, 1992 i
l Technical Specification Change Request (TSCR) 92-03 submittal. Our September 28, 1992 letter submitted TSCR 92-03 for Peach Bottom Atomic Power Station, Units 2 and 3 to accommodate a change to a 24 months fuel cycle for non-instrument surveillance tests.
In this letter, Philadelphia Electric Company (PECo) proposed a change to the Diesel Generator testing program on Techni:a1 Specification pages 218d, 218e, and 218f as well as other pages, as part of our 24 month fuel cycle program. Revisions to the Diesel Generator testing program on pages 218d, 281e, 218f, 218g, 218h and 218i were originally proposed in TSCR 88-08 which was then under review by the NRC. TSCR 88-08 was submitted on January 31, 1992 and supplemented by letters dated April 28, 1992, June 22, 1992, November 9,1992 and January 8,1993, and approved by the NRC on March 25, 1993.
The first clarification concerns the numbering sequence of the improved Diesel Generator Testing program.
In the TSCR 92-03 submittal, we failed to recognize that the proposed changes to pages 218d, 218e, and 218f would affect the numbering on the subsequent pages 218h and 218i. The attached pages 218h and 218i are renumbered to be consistent with the other changes proposed in TSCR 92-03.

The second clarification concerns the wording of two surveillance requirements. During the review of our improved Diesel Generator testing program, the NRC had concerns over the wording of our Residual Heat Removal (RHR) pump load reject test and our continuous load reject test. To address l
these concerns, PECo submitted a supplement to TSCR 88-08 on January 8,1993, which changed the words of these two surveillance requirements. By this letter, PECo is requesting that these revised words (approved by the NRC on March 25, 1993) be included in TSCR 92-03.
The two surveillance requirements should be numbered 4.9.A.1.2.g.1 (RHR pump load reject) and 4.9.A.I.2.g.2 l
(continuous load reject test).
The analysis and no significant hazards finding submitted on September 28, 1992 TSCR are unaffected by renumbering on pages 218h and 218i. The analysis and no significant hazards finding submitted in our January 8,1993 Supplement to TSCR 88-08 and approved on March 25, 1993 are unaffected by the wording changes to the RHR pump load reject test and the continuous load reject test. An affirmation is also attached, because new TS pages are being submitted.
If you have any questions, please contact me.
i Sincerely yours,
.O p l
