SAFETY EVALUATION OF GEORGIA POWER COMPANY'S SUBMITTAL DATED JUNE 5, 1992, ON THE INSERVICE TESTING PROGRAM OF PUMPS AND VALVES -

i EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M59202, M59203, M83192 AND M83193)

By letter dated June 5, 1992, you provided responses to 18 of the 29 anomalies I

identified in the NRC staff's Safety Evaluation (SE) transmitted to you by letter dated December 10, 1991.

By letter dated November 17, 1992, you responded to the 11 remaining anomalies. These anomalies will be evaluated in a future SE Currently, your November 17, 1992, submittal is under review. However, the t

staff has completed its review of your June 5,1992, submittal and the SE is provided in Enclosure 1.

The table, included as Enclosure 2, provides a summary of the anomalies and your actions to address them. As detailed in the SE and table, several relief requests have previously been approved.

The alternatives proposed in relief requests P-2, P-7 (interim for RHR pumps), V-42, and V-44 are authorized pursuant to 10 CFR 50.55a(a)(3)(i) or (a)(3)(ii).

Relief requests V-21 and P-6 (denied in part) are granted pursuant to 10 CFR 50.55a(f)(6)(i), as described in the SE.

For relief requests P-3, V-30A, i

V-18, and V-25, the staff has determined that relief is no longer required.

i Relief requests V-4 and V-43 are denied.

For the reliefs granted, the staff has determined that the relief is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public l

interest, giving due consideration to the burden upon the licensee that could l

result if the requirements were imposed on the facility.

You should address the issues associated with relief requests that have been I

granted on a provisional or interim basis in this SE within 1 year or by the next refueling outage, whichever is later, unless otherwise stated in the SE.

Testing associated with relief requests that have been denied should be performed in compliance with applicable requirements within 90 days from the date of this letter.
