APPLICATION FOR 10 CFR PART 71 CERTIFICATE OF COMPLIANCE

Dear Mr. Bernero:

Yankee Atomic Electric Company (YAEC) is the owner and operator of the Yankee Nuclear Power Station (YNPS) located in Rowe, Massachusetts. On February 26,1992, YNPS was permanently shutdown after 32 years of successful operation. YAEC is currently developing a plan for the decommissioning of YNPS. This Decommissioning Plan will be submitted to the Nuclear Regulatory Commission (NRC) in October 1993. As stated in Reference (b), the NRC allows for certain activities to be conducted prior to approval of the Decommissioning Plan. In line with the criteria provided bv the NRC, YAEC intends to remove the steam generators and dispose of them at the lice nsed low level radioactive waste disposal facility near Barnwell, South Carolina. As part of that process and in accordance with 10 CFR Part 71,

Radioactive Material," YAEC requests a certificate of com},liance for the steam generators as their own shipping packages. This request is similar to one made by Northeast Utilities for the Millstone Unit 2 steam generators on December 23,1991, and approved by the NRC on June 3,1992. The attached safety analysis report, which has been developed using the guidance of Regulatory Guide 7.9,

Because the Barnwell low level radioactive waste disposal facility is scheduled to close its operations to out-of-compact generators at the end of June 1994, YAEC has established an aggressive schedule for completing this project Obtaining a certificate of compliance for the steam generators is one of many important facets to the =--{ project. In that respect, we would appreciate your immediate attention to this application.
