SLOMFP hos good cause on the basis of recently received l

These documents demonstrate that Pacific Gas and Electric Company ("PG&E"] is experiencing some maintenance problems at Diablo Canyon Nuclear Power Plant C"DCNPP"] involving the degrodotion of l

Okonite cables and possibly other cables with bonded jockets.

On March 25, 1993, Robert Pollard, o nuclear engineer at the Union of Concerned Scientists, forwarded to SLOMFP c set of internal NRC documents that he had received anonymously.

SLOMFP received the following documents:

1. NRC Memorandum for Commissioners Rogers, Curtiss, Remick and de Planque from James Toylor.

The subject was " Failures of Okonite Electrical Cables with Bonded Hypolon Jocket During Tests Performed by Sandia National Laboratories CDecember 10, 1992).

of the potential deficiency in the environmental qualification of electrical cables with bonded jockets.

It reviewed test results and identified the variety of cables experiencing failures.

Also enclosed is a "Tosk Action Plan Outline for Bonded-Jocket Cables" CDecember 29, 1992).

2. NRC Information Notice 92-81:

Potential Deficiency of Electrical Cables with Bonded Hypolon Jockets CDecember 11, 1992).

All holders of operating licenses or construction permits for nuclear power reactors were clerted to the qualification test results which indicate that Okonite cable with bonded Hypolon jockets may be susceptible to failure.

Additianolly, other banded-jocket cables may be susceptible to the some type of failures.

3. Letter to William Rosin of NUMARC from William Russell, Office of Nuclear Reactor Regulation CDecember 22, 1992).

The NRC notifies NUMARC of i

the deficiency in the environmental qualification of electrical cables with

banded jockets and inquires about their interest in being the focal point for industry in resolving this issue.

It notes that "much of the Sandio test dato that are the basis for the IN and the NRC concerns have not yet been published."

seen at DCNPP "is unprecedented and has not been seen by the industry previously."

The discovery of problems with the Okonite and other cables mentioned l

l in PG&E Onsite Safety Review Group C"OSRG"] meeting notes (November 1992 Monthly ReportJCottoched in separate document], relates to the adequacy of PG&E's maintenance and surveillance program.

Therefore, odditional discovery is needed to find out how their maintenance and surveillance l

l programs relate to the discovery of this cable and other cables that_moy be i

degraded.
