This refers to the inspection conducted by Messrs. R. Langstaff and

!

l

R. Doornbos of this office and J. DeBor of Science and Engineering Associates

l

l

on March 15 through March 24, 1993. The inspection included a review of

l

i

authorized activities for your Clinton Power Station. At the conclusion of

1

l

the inspection the findings were discussed with those members of your staff

j

identified in the enclosed report.

'

Areas examined during the inspection are identified in the report.

The

,

inspection focused on your emergency operating procedures (EOPs) and your

program for maintaining their quality.

,

No violations of NRC requirements were identified during the course of this

l

inspection. The quality of your E0P program has improved, especially in the

l

area of E0P support procedures.

The plant labeling for your Clinton facility was adequate. Although

l

components were labeled, the labels were difficult to read. Consequently,

t

'

delays in performing E0P related tasks could result from difficulty in

identifying components. We understand that an upgrade to plant labeling is

i

planned. We request that within 30 days of this letter you provide us with a

l

brief description of your plans, your schedule for upgrading the labeling for

'

l

E0P related components, and a description of any priorities which have been

l

established for upgrading plant labeling.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosed inspection report, and your response to this letter

will be placed in the NRC Public Document Room.
