The on-the-record telephone scheduling conference originally scheduled for April 1,
1993, will be held on l
April 15, from 1 pm until 3 pm.
Reasonable efforts will be made to accommodate members of the public who wish to be present during the conference.
They may make their wishes to attend known to the Licensing Board directly, through a party, or through the Public Affairs Office of the Nuclear Regulatory Commission (NRC).

Parties should address the following questions:
1.
What discovery, if any, can occur without unreason-J ably interfering with the continuing NRC investigation?

What advantage, if any, is there to commencing discovery now?
3.
What would the parties suggest that the Board do to obtain a realistic schedule from the Office of Investigation or otherwise to expedite this case?
4.
What discovery schedule do the parties propose, separately or mutually?
l The parties may file written briefs that are received by the Licensing Board by the close of business on April 13.
The briefs may include an explanation of the application to this case of the " Statement of Policy; Investigations, Inspections, and Adjudicatory Proceedings" (49 Fed. Reg. 36,032).
We par-ticularly seek a clarification of the positions of the Office of Investigation and the NRC Staff.
