HIGHLIGHTS OF KEY ISSUES CONSIDERED BY THE COMMITTEE 1.
ILFLC Reculatory Analysis Guidelines Representatives of the staff discussed the updated version of the regulatory analysis guidelines document (Revision 2, NUREG/BR-0058) and summarized the major differences between this draft and the I
current guidance.
The Committee prepared a report on this matter to the Executive Director for Operations, as noted above.

NRC Guidelines for Prioritization of Generic Issues Representatives of the staff discussed a proposed draf t Revision 4 of NUREG-0933, "A Prioritization of Generic Safety Issues."
The revised guidelines being proposed are intended to reduce the margins, which are perceived to be excessive, in the prioritization criteria, to allow the staff to concentrate more on the issues of most importance that might require regulatory action.
The Committee prepared a report on this matter to the Executive Director for Operations, as noted above.

Meetina with New York Power Authority (NYPA) Representative Regardina Risk-Based Reculation A representative of the New York Power Authority briefed the Committee on a transition strategy to the use of risk-based regulation, suggesting ways to place emphasis on actions that are i
risk significant and to redistribute resources away from actions i
that are not risk-relevant.
Connection Between the Fitzpatrick IPE and the Diaanostic Evaluation A representative of the New York Power Authority briefed the Committee on the actions resulting from a Diagnostic Evaluation Team's findings at the Fitzpatrick plant.
i The Committee decided that it would like to be briefed on the NRC staff and licensee actions related to the startup of the l
Fitzpatrick plant.

Risk-Based Regulation t
Representatives of the staff discussed a draft Commission paper on risk-based regulation, noting that the purpose of the paper was to l
provide some thoughts on the direction the staff should be heading with regard to risk-based regulation.
The Committee provided a report on this matter to you, as noted above.

Meeting with Director. NRC Office of Nuclear Material Safety and Safeauards (NMSS)
Mr. Robert Bernero, Director of the Office of NMSS, briefed the Ccamittee on several items of current interest.
This was a briefing only.
No Committee action was taken at this meeting as a result of this briefing.

Reactor Operatina Events and Occurrences Representatives of the staff briefed the Committee on recent operating events that have occurred at nuclear plants.
This was a briefing only.

The Committee directed Mr. Fraley to send a Memorandum to you nominating three candidates for consideratirn, as noted above, i

Analysis of Human Factors Ascects of Operatina Events Representatives of the staff and NUMARC discussed a special study that AEOD has conducted over the last 2 1/2 years involving an examination of 16 events that occurred at operating nuclear power plants to determine if any generic conclusions can be drawn regarding the impact of overall human performance.
This was a briefing only.
No Committee action was taken at this meeting as a result of this briefing.
9.
Insichts from Common-Mode Failure Events A representative of the staff provided a presentation that was based on AEOD work on the insights to be gained from the evaluation of a group of common-mode failure events.
This was an information briefing only.

Future ACRS Activities i
The Committee agreed to discuss the following during its 392nd meeting, December 9-12, 1992:

Systematic Assessment of Licensee Performance (SALP) - Review and comment on cha.nges proposed to the SALP program by the NRC staff in SECY-92-290 as well as the issues and concerns associated with the overall SALP process.

Protection Acainst Lichtnina and Electrical Transients for Nuclear Power Plants - Briefing by and discussion with representatives of the NRC staff regarding a petition to the NRC to amend its regulations to include lightning in the list of-phenomena that a nuclear plant must safely accommodate.

Second Ouadricartite Meetino of Advisory Committees The Committee agreed to a letter to send to Mr. Cogne, President of the French Groupe Permanent Reacteur, noting some dates members of the Committee would not be available for a meeting of advisory bodies in 1993.

1992 Planning and Procedures Subcommittee meeting were discussed.

Uoorade of ACRS Conference Room The Committee suggested that the ACRS office staf f continue to look into the adequacy of the new ACRS conference room and other facilities at the new White Flint building.
A Task Force was formed to facilitate this work.

Reconciliation of ACRS Comments and Recommendations The Committee discussed responses from the Executive Director for Operations to several previous ACRS reports.
The Committee found I
most of the letters responsive to the Committee's comments.
Additional ACRS Subcommittee meetings will be held to determine the adequacy of some of the responses, as mentioned in the November 13, j

The Subcommittee discussed proposed ACRS activities, practices and procedures for conduct of Committee business, and related matters.
Qualifications of candidates nominated for appointment to the ACRS were also discussed.
