SUMMARY

OF MEETING OF MARCH 31, 1993 A public meeting was held between the Nuclear Regulatory Commission (NRC) and GE technical staff on March 31, 1993, in the White Flint Office of the NRC in Rockville, Maryland. The purpose of the meeting was to discuss the resolution l

status of several issues included in the draft final safety evaluation report (DFSER) for the ABWR related to the human factors engineering (HFE).

The enclosure lists the names and affiliation of those who attended the meeting.

l Three topics were discussed during the meeting:

(1) operating experience review input to the design process, (2) the inclusion of the minimum inventory of displays, alarms, and controls in the Tier 1 information, and (3) the scope of the HFE design relative to maintenance and testing activities in the control room.

For the first topic, the staff indicated that the HFE process for the ABWR needed to include a requirement for the combined license (COL) applicant to perform an operating experience review for any new technologies not described in the ABWR standard safety analysis report (SSAR) and for the integration of i

the control room design as a whole.

GE indicated that the design process for the ABWR control room would automatically incorporate lessons learned from existing designs at the time, without having to specifically identify this experience review requirement, and questioned the value of adding it. The staff stated that significant value and insight could be gained, and the commitment is needed to support the staff's safety finding.

No agreement was reached in the discussion.

For the second topic, the staff indicated that there needs to be included in the Tier 1 document for the ABWR in one place the listing of the minimum set of controls, alarms, and displays (CA&Ds) needed for safe shutdown of the pl ant. Any additional CA&Ds beyond the minimum set could be reflected in the l

system Tier 1 design descriptions as necessary, and further, some of the minimum set items might be duplicated in the system sections of the Tier 1 document. GE stated that it expected that some of the CA&Ds might be found in the design process to be unnecessary, and that the Tier 1 entries would preclude the elimination of those found to be superfluous.

GE asked that the staff clarify the meaning of the minimum set and the staff agreed to discuss it at the management meeting later that day.

1 requirements document, that GE's human systems interface design process for the control room needs to include the HFE interface for maintenance and testing functions conducted in the control room but currently does not.

GE indicated that it has included the operations staff interface for those maintenance and testing functions which directly affect the operator and the operation of the plant but has not included the function specific interface for maintenance or testing personnel separately.

GE stated that maintenance i

and test interfaces will be developed independent of the control room opera-tional interfaces. A significant question was brought up about the situation where maintenance is conducted at the back panels of the control room.

GE indicated that only if the activities affect the operator or his operational activities would the interface be addressed in the HFE design acceptance criteria. This was unacceptable to the staff.

I The meeting was terminated with the agreement that all three topics would be presented to W. Russell at the senior management meeting later that day.
