In accordance with 10 CFR 50.54 (q), we are providing notification of a

change to the Beaver Valley Power Station (BVPS) Emergency Preparedness Plan.

Based on the review of the Unusual Event declared at BVPS on November 28, 1992, we are deleting Unusual Event INDICATOR 2

of implementing procedure EPP/I-1, Recocnition and Classification of Emercency Conditions, TAB 19 " Security Compromise":

" Total loss of the alarm monitoring and card reader control systems (including back-up CPU) as reported by the Security Shift Administrator."

This indicator was found to be overly conservative, due to the low level of significance relative to plant safety.

Deletion of this INDICATOR from TAB 19 for both BV-1 and BV-2 was approved by our Onsite Safety Committee on January 14, 1993.

We have reviewed this change and determined that it does not decrease the effectiveness of the Emergency Preparedness Plan and the

Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E.

This event is, and will

remain, reportable under the provisions of 10 CFR 73.55 as a one-hour reportable notification if compensatory measures are not in place within ten minutes.

It is important to recognize that this change to TAB 19 does not alter the BVPS Physical Security Plan.

Compensatory measures applicable to this equipment failure remain available when required without modification.
