Dear Dr. Selin:

i Thank you for your letter of March 16, 1993, regarding the

(

proposed storage of spent nuclear fuel in concrete casks at the Palisades nuclear power plant.

i You made several general comments in response to my suggestions for NRC's dry cask storage requirements.

These comments raise a few questions that I would appreciate the answers to, prior to the issuance of a certificate of compliance for the Palisades power plant casks.

1.

Have environmental and radiation surveillance programs l

been developed specifically for the dry casks to be used at the Palisades power plant?

2.

Has the emergency response plan at Palisades been l

reviewed and updated to accommodate dry cask storage safety concerns?

l 3.

Have the Palisades' site radiation protection, site training, and security and operating procedures and programs been reviewed and modified as necessary to accommodate dry cask storage safety concerns?

l Thank you for your assistance.

Sincerely, c

Carl Levin CL/cjm l
