Dear Mr. Link:
This refers to the routine team inspection conducted by Mr. H. A. Walker and
others of this office from October 13 through November 5,1992, and January 11
through February 4, 1993.
The inspection included a review of authorized
activities for your Point Beach Nuclear Plant, Units 1 and 2.
At the
conclusion of the inspection, the findings were discussed with those members
of your staff identified in the enclosed report.
The inspection included an assessment of the quality and effectiveness of
engineering involvement in plant activities. Within these areas, we
selectively observed activities in progress, examined procedures anc
representative records, made observations, and conducted interviews with your
.
personnel.
The team concluded that the recent organizational changes made in
engineering will provide challenges to your engineering staff.
However,
control and implementation of recent design changes and engineering support
were considered satisfactory.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice).
The violation is of particular concern because of the
numerous areas and disciplines exhibiting procedural adherence problems.
In
addition to the cited problems, additional procedural adherence problems were
identified in the Open Item Tracking System.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence.
Your response should consider the
violation and additional procedural adherence issues as exampies of a
potentially larger problem and not isolated instances.
After reviewing your
response to this Notice, including your proposed corrective actions and the
results of future inspections, the NRC will determine whether further NRC
enforcement action is necessary to ensure compliance with NRC regulatory
requirements.
