COMBINED INSPECTION 50-277/93-03 AND 50-278/93-03
This letter transmits the findings of the safety inspection conducted by Messrs. J. J. Lyash, F.
P. Bonnett and B. S. Norris, and Ms. M. G. Evans from February 23 through March 29,1993,
at the Peach Bottom Atomic Power Station, Delta, Pennsylvania. The inspectors based these
findings on observation of activities, interviews and document reviews, and discussed them with
Mr. K. P. Powers of your staff.
During this inspection we reviewed your preparations for and response to a severe winter storm.
You took prudent measures to anticipate and address potential problems stemming from the
storm. The actions of those members of your staff who remained at the plant and cautiously

proceeded with the Unit 3 power ascension, were commendable. The attached report also
j
discusses several plant events involving personnel error or equipment failure. Your investiga-
tions and corrective actions in response to these events were thorough and well focused. We
have no safety concerns resulting from our review of these particular events. However, these
events reinforce the importance of your continuing efforts to strengthen plant material condition,
and personnel attention-to-detail and self-checking.
