INSTRUMENT SETPOINT METHODOLOGY (TAC NO. M Mce)

In November 1985, the NRC staff issued Supplement 7 to the Safety Evaluation Report (SER) for the Perry Nuclear Power Plant (NUREG-0887, Supp. 7).

In Section 7.2.2.8 of the Supplement, " Instrumentation Setpoints," the staff approved the interim use of the Perry setpoint methodology, pending NRC staff resolution of information presented by the Instrument Setpoint Methodology Group (ISMG).

On behalf of the ISMG, the General Electric Company (GE) submitted GE Topical Report NEDC-31336, " General Electric Instrument Setpoint Methodology," dated October 1986.

Your March 3, 1989, letter regarding FSAR Commitment No. 14, " Instrument Setpoint Methodology," stated that:

"Six months after a favorable NRC Safety Evaluation Report on GE Instrument Setpoint Methodology (NEDC-31336), and subject to any other stipulations therein, CEI shall provide for NRC staff review and approval, a detailed technical report documenting the basis and methodology for establishing protection system trip setpoints and allowable values, based on the Instrument Setpoint Methodology Group (ISMG) effort, as discussed in CEI letter dated October 17, 1985."

The purpose of this letter is to notify you that the NRC staff has completed its review of GE Topical Report NEDC-31336.

In accordance with your FSAR commitment, you will have six months from the date of receipt of this letter to provide the above-described report. A copy of the staff SE for NEDC-31336 is enclosed for your use.
